E-Billing – Benefit and German Procedure

The application of qualified electronic signature in digital invoicing is at present the most established measure to save high administration expenses. Especially regarding high volumes of monthly invoices, costs for manual handling and postale charges can be reduced up to 90% per invoice depending on the invoice quantity.

The forwarder of an invoice needs a signature certificate, which certifies his public key. The signature certificate is exclusively issued by a certification service provider.
The technical generation of a signature requires a secure-signature-creation device, viz a card reader and a chip card respectively. The chip card stores the secret character combination of the signature (private key), the verification key for decrypting the signature (public key) and the certificate given by the certification service provider to the particular signatory. The signature software processes the signing itself. It transfers the generated signature from the card reader to the document. The forwarding of a signed electronical account requires the (passive) agreement of the invoice recipient.
